The finance ministry must come up with a more effective strategy for preventing corruption at the Directorate-General of Customs. The fact that bribes paid to officials have not seen a decline is an indication of the monitoring management's weakness as well as the bureacratic reform program's failure in that institution. The discovery of illicit bank transactions in accounts owned by customs official Agus Djoko Prasetyo, who was discovered last week, should be enough to trigger drastic measures from Finance Minister Sri Mulyani. Agus, chief of the investigation subdivision at the Riau Customs Office, is alleged to have received Rp. 2,7 billion from private companies for import-related affairs. He is also suspected of having received up to Rp. 40 billion in gratuities.

Resolute action from Sri Mulyani may take the form of a comprehensive audit of all personnel in the customs directorate general, as well as a reexamination of work processes that may potentially attract bribes from exporters and importers. This type of initiative would be very important in restoring public trust in the integrity of individuals working at the customs and excise directorate general.
