A huge muddle in rice production data incessantly occurs come the dry season. The minister and the heads of the agencies related to this most strategic of commodities unremittingly controvert each other openly. The confutation is followed by escalating rice prices at the consumer level, surpassing the prices set by the government.

The main cause is the differences of data between government agencies. At the beginning of the year, the Agriculture Ministry always submits optimistic data on production projections. This is understandable, as the ministry is tasked to safeguard rice production. And thus, its projections reflect an optimism that rice production is flourishing. Rice production according to the Agriculture Ministry's projections was indeed stupendous: this year we would have a rice surplus of 13.03 million tons. Unhulled paddy was projected to surpass 80 million tons, equivalent to 46.5 million tons of rice. Meanwhile, rice consumption was only at 33.47 million tons. This was effectively saying that rice imports were not necessary.
