Setya's name appears in the prosecutor's charge sheet against Irman and Sugiharto. This director-general of population affairs and civil records and his associate, the director of population affairs information, administration management at the Home Affairs ministry, were charged with corruption in the e-KTP project which was financed under the 2010-2011 State Budget. Quoting from the audit of the Supreme Audit Agency (BPK), the Corruption Eradication Commission (KPK) announced that state losses in the project amounted to Rp2.3 trillion. According to the admissions of Irman and Sugiharto, nearly Rp1 trillion was distributed to DPR members and political factions so that they would approve the project. In addition to Setya, one person said to have arranged the corruption in this project was Andi Agustinus alias Andi Narogong. He is a businessman who is often connected with Setya Novanto in government projects with indications of corruption.
