The government's band-aid policies for the agricultural sector often fails to tackle the root of the problems. Instead, these policies cause the same problems to recur. The recent scandal involving the misuse of garlic import permits is one proof. Rising household and industrial demands for garlic, the barely sufficient domestic garlic supply, and the quota on garlic imports have benefited only a handful of people. Import permits via the quota system are often abused.

The National Police's Criminal Investigation Department found irregularities in garlic packaging coming from China and Taiwan, and discovered that the importers did not have permits. Pertani, with the license to import 30 tons of garlic, is suspected to have sold its quota to three private companies while another company took care of domestic distribution. Moreover, they also sold garlic seeds to the market for human consumption. These seeds were infected with roundworms and unfit for consumption -- clearly in violation of quarantine law and consumer protection law. These seeds should therefore have been planted, not sold.
